Both views have been recognized as legitimate. For the first time, the Irish government agreed, in a binding international agreement, that Northern Ireland was part of the United Kingdom.  The Irish Constitution has also been amended to implicitly recognize Northern Ireland as part of the sovereign territory of the United Kingdom provided that the majority of the population of the island`s two jurisdictions has agreed to a unified Ireland. On the other hand, the language of the agreement reflects a change in the UK`s emphasis on the one-for-eu law to United Ireland.  The agreement therefore left open the question of future sovereignty over Northern Ireland.  1. This agreement provides for a democratically elected assembly in Northern Ireland, including its affiliation, capable of exercising executive and legislative powers and which is subject to guarantees for the protection of the rights and interests of all parties to the Community. The multi-party agreement required the parties to “use all the influences they might have” to obtain the dismantling of all paramilitary weapons within two years of the adoption of the agreement by referendums. The standardization process has forced the British government to reduce the number and role of its armed forces in Northern Ireland “to a level compatible with a normal peaceful society.” These include the elimination of security measures and the abolition of special emergency powers in Northern Ireland. The Irish government has pledged to conduct a “thorough review” of its violations of national law.
The agreement was still to be put in place in referendums in Northern Ireland and the Republic, and the political leaders who had supported the agreement spent the following months convincing voters to support it. The DuP of Paisley said his party wanted a 40% “no” in the North, which would mean it had not won a majority to support trade unionists. On the Republican side, dissidents have parted ways with the provisional IRA to form the Real IRA. In 2000, the Ministry of Education founded Comhairle na Gaelscola-ochta (CnaG), a representative body of Irish average education. According to the CnaG, in 2012 there were about 90 Irish secondary schools at the pre-school, primary and post-secondary levels, providing nearly 5,000 children with irish and average education.1 It seems that steady progress has been made in promoting irish average education. Before the agreement, fewer than 500 students were enrolled in Irish-language schools. In August, the Republican Socialist Party of Ireland, which belongs to the Irish National Liberation Army (INLA) paramilitary group, announced a ceasefire, ending its 23 years of violence.
