These agreements are extremely important for a large part of the EU fleet, in particular the agreement with Norway, which includes quotas worth more than €2 billion. EU sectoral support to coastal states through the JPA is essential to build institutional capacity, develop scientific research and improve monitoring, control and follow-up. However, there remain the main challenges, such as transparency and participation in the decision-making and implementation process, in which the main actors in the sector must participate: local fishermen, fish processors, scientists and NGOs, as well as ensuring that public funds support the common good. Other aspects of SFPAs can contribute to food security and the protection of local small-scale fisheries. This can be achieved through measures such as zoning reserved for small-scale fisheries, support for better fisheries management and the reservation of part of the fish caught for landing, processing and consumption at local or regional level. The 1992 EC-Morocco Fisheries Agreement offered Morocco better conditions in the form of financial compensation (EUR 310 million) and longer biological rest periods. However, in April 1995, differences of opinion on the use of licences led to an early termination of the agreement. Annex I to the 1992/95 Agreement referred to the port of Dakhla, thus indicating the inclusion of Western Sahara in its geographical scope. [2] The Protocols to the Fisheries Partnership Agreement initially covered short periods of two to three years and are currently being negotiated for a period of four or five years. The renewal process is more or less fluid depending on the nature of the agreement. Tuna negotiations between Africa and the EU have generally concluded quickly, as all tuna (and most other highly marketable species) enter export markets or are caught by foreign fleets. Mixed species agreements are the subject of the most heated discussions, as technologically advanced EU vessels compete with partner countries` fleets, in particular small artisanal fishing vessels (Figure 2), for increasingly scarce fish stocks. In West Africa, for example, scarcity led to a decrease in the catch of major fish species and catches of crustaceans and cephalopods decreased by 25 to 40 per cent between 1997 and 2006 (Chart 2).

The 1975 Tripartite Agreement between Spain, Morocco and Mauritania (Madrid Agreement) provided for the obligation for Morocco not to affect the access of Spanish fishermen to the waters of Western Sahara. A first fisheries treaty, signed in 1977 between Morocco and Spain, never entered into force; A second was signed in 1983 and provided for two different areas of application, north and south of Cape Nomen, which means waters of Western Sahara, so as not to imply the recognition of Moroccan sovereignty. [2] More than 20% of catches of EU vessels are actually made outside EU waters. 9.3% of EU catches (2014-18) are made in the EEZ by third countries operating under fisheries agreements with the EU, 2.2% in other third countries, while 10% are caught on the high seas, mainly tropical tuna in regions managed by regional tuna fishing organisations (RFMOs). The EU is the world`s largest fisheries market and a net importer of fish and fishery products. These products can enter the EU market at reduced or zero tariffs from countries with which the EU has concluded free trade agreements or from developing countries benefiting from the EU`s Generalised System of Preferences (GSP). . . .
